The EU’s goal of limiting global warming to 2 degrees Celsius requires a step change in cooperation with China. The EU-China Summit on December 1 provides an opportunity to achieve that. Yet while China is interested in moving to a low-carbon economy, it faces a unique challenge in reconciling this with rapid urbanisation, industrialisation and poverty reduction.
