The debate over where the right balance lies between rights and security has never been more present. With each terrorist attack that Europe has faced, governments have given themselves new powers to fight back on suspected terrorists. Yet many fear that human rights and civil liberties are being trampled on by the very governments that claim them as their core values - and seek to export them to less tolerant lands.
Many of the measures taken in the fight against terrorism since 9/11 have been taken at the European level. Moreover, since the late 1990's Brussels has become a hub for policy development in a whole range of areas that were previously the reserve of national governments, from asylum and immigration policy to civil and criminal law.
The Centre is increasingly a focal point for policymakers from Europe, the United States and elsewhere to come together with industry and NGO representatives to discuss these crucial developments.
